The Droit of the sea consists of all the rules, rights and duties relating to the use of maritime areas by States. This right has evolved slowly, and has actually resulted in the signing in 1982, in Montego Bay, of the United Nations Convention on the Law of the Sea (UNCLOS). Entering into force in 1994, the Montego Bay Convention has been ratified by most major industrialized countries (including France, in 1996), with the exception of the United States.
